Investment Charter: grants for very small, small and medium-sized businesses, up to 30% of the investment

Since late 2025, very small, small and medium-sized businesses can obtain state grants for investment projects of MAD 1 to 50 million. Conditions, grants, procedure and commitments.

The new Investment Charter provides several support schemes. The one for very small, small and medium-sized businesses (TPME) is the most awaited by entrepreneurs. Governed by Decree No. 2-25-342, it has been operational since November 2025, following publication of the implementing decisions in the Bulletin officiel.

Which businesses are eligible?

  • Businesses with annual turnover between MAD 1 million and MAD 200 million.
  • Newly created businesses, registered for less than three years, even without that level of turnover.
  • Businesses must be independent of large groups. Public and semi-public entities are excluded.

Relaxed conditions apply to young innovative companies, particularly in advanced technologies and the creative and digital industries.

Which projects?

CriterionCondition
Investment amountBetween MAD 1 million and MAD 50 million
FinancingAt least 10% of the project financed by equity or a bank loan, according to the texts
JobsAt least 1.5 stable jobs created per MAD million invested (1 in tourism)

The grants

Grants are calculated as a percentage of the eligible investment. They can be combined, up to a ceiling of 30% of the investment.

  • Employment grant: up to 10%, depending on the number of stable jobs created per MAD million invested.
  • Territorial grant: 10% to 15%, for projects in the least-favoured provinces and prefectures.
  • Priority activities grant: for sectors the State considers strategic, such as pharmaceuticals, seafood processing, renewable energy or digital.

Simplified example: an industrial project of MAD 10 million that creates enough jobs and is located in an area eligible for the territorial grant can aim for total support close to the MAD 3 million ceiling, if the conditions of each grant are met.

The procedure

  1. Prepare the file: project presentation, investment programme, financing plan, job forecasts, legal documents, tax and social security compliance certificates.
  2. Apply online to the Regional Investment Centre (CRI) of the project’s region.
  3. Review by the CRI, with technical support from the Maroc PME agency, then approval by the regional committee.
  4. Sign an investment agreement with the State setting the amount, timetable, jobs to be created and payment terms.
  5. Carry out the project and document the expenditure to receive the grants.

Mind the order of the steps. Expenditure incurred before the application is filed may not be taken into account. The file must be prepared before the project starts.

Commitments to honour

The grants are given in return for precise commitments. If the business does not make the planned investment or create the announced jobs, the State may demand repayment of the support received. Careful tracking of expenditure, hiring and social security returns is therefore essential throughout the agreement.

In short

  • Projects of MAD 1 to 50 million, for businesses with up to MAD 200 million in turnover.
  • Employment, territorial and sector grants, combinable up to 30%.
  • Online application to the CRI, then an agreement with the State.
  • Commitments on delivery and jobs, failing which grants must be repaid.
